NDIA'S ECONOMIC GROWTH is now trending downward,but not everything can beascribed to the global fi-nancial crisis. The presentcycle of economic reforms in India dates to1991. These reforms were triggered by anexternal balance of payments crisis in1990-91. In a federal country, not all re-forms are under the purview of the centralgovernment; some are state subjects. Tothe extent the central government is in-volved, it has often been argued that theabsence of a crisis led to complacency andreforms stagnated. This has been evenmore the case since 2003, when Indiamoved to a higher growth trajectory.
