IN RECENT WEEKS, Chinahas been abuzz with talkabout protecting the rightsof citizens to criticize thegovernment. To date, theChinese media has given extensive cover-age to three separate cases involving theuse of criminal-defamation charges to si-lence individuals who aired criticisms of al-leged local government misconduct on theInternet. These press reports have gener-ated considerable public sympathy for thevictims of these abuses of power and mayrepresent an initial push toward reformsthat would create space for some—but like-ly not all—those who dare to voice opinionscritical of the Chinese government.
