It is hoped the new MRF regulations will help to grow the recycling industry, drive up recyclate quality, decrease landfill, increase public participation in recycling and help compliance with the Waste Framework Directive. After Defra announced it wanted to introduce a Code of Practice in June 2011, it spent 33 months in 'development hell', much to the consternation of many in the waste industry.
