Alcoa, the largest aluminum company in the U.S., entered into a joint venture with Saudi Arabia's mining company, Ma'aden, to invest 10.8-billion dollars to develop the world's lowest cost aluminum complex in Saudi Arabia. The project was stalled in 2008 after Rio Tinto Alcan pulled out because of a lack of financing due to the global credit crisis. Rio Tinto Alcan held a 49-percent stake.
