The Senate, in June, approved its version of a national energy bill. And, like the House's version (HR-4), S-517 contains several provisions that are important to the domestic coal industry. The bill now goes to a House-Senate conference committee to craft a final version to send to President Bush. S-517 authorizes the U.S. Department of Energy (DOE) to spend 2 billion dollars over 10 years for clean coal technology (CCT) and research projects. The bill also authorizes more than 2 billion dollars to be spent on basic DOE fossil research and development, including coal, oil and natural gas. Broken down by fiscal year, that would be 485 million dollars in 2003, 508 million dollars in 2004, 532 million dollars 2005 and 558 million dollars in 2006. About 1.9 billion would be authorized for investment tax and production tax credits for CCT commercial applications. The House version includes nearly 6 billion dollars for clean coal technology-2.5 billion dollars for research and development incentives, and 3.3 billion dollars in tax incentives.
