Sens. John McCain (R-AZ) and Joseph Lieberman (D-CT) have introduced legislation that calls for mandatory reductions of greenhouse gas emissions in the United States. The proposal would establish a greenhouse gas reporting system. It would also mandate reductions in emissions of all greenhouse gases to 2000 levels by 2010 and to 1990 levels by 2016. The law includes a cap and trade system. It would allow companies to buy a portion of the credits needed from outside of the United States. At a hearing before the Senate Commerce Committee, a Bush administration official said more research is needed before Congress imposes any such curbs. James R. Mahoney is an assistant secretary of commerce. He told the committee that the United States currently spends about 3 billion dollars a year on climate change research. Despite that outlay, U.S. scientists still cannot "sort out" the relative intensity of man-made causes and natural causes of greenhouse gas emissions. Mahoney added that the administration's voluntary emissions-reduction program for industry will soon result in lowered emissions of carbon dioxide (CO_2) and other gases.
