In 2010, Nature After Minerals (NAM) commissioned David Tyldesley Associates to assess whether a positive framework for the delivery of biodiversity was emerging in newly produced Mineral Development Frameworks . The report concluded that: "While there are very few explicit barriers to delivery of biodiversity action plan (BAP) habitat targets within minerals site restoration policy, the extent to which plans positively and overtly facilitate or prioritise such delivery is less consistent." Although this was an encouraging start, mineral planning policy could still do much more to promote positive planning for biodiversity.
