The skills required to submit, assess and determine a minerals or waste planning application havenever been so wide ranging - and in such short supply. The Stevens Report, published in 1976, was a substantive examination of the need for specialist expertise and a planning regime that could deal with the realities of mineral working on the ground. The government accepted in 1978 that "benefits would flow from devoting more staff to minerals planning control and from the employment of more specialised staff." At that time there was widespread concern that planning and planners could not adequately control mineral working and the extractive industry was bemoaning a lack of understanding of it's requirements and delay in determination of planning applications.
