In April an appeal was heard against the refusal by Derbyshire CC in July 2002 of an application for recycling of used road planings at the Renishaw Works, Renishaw, by Lafarge Aggregates Ltd. An application for retrospective planning permission to continue sale of building materials (reclaimed stone, sets, sandstone) and recycling of soil and hardcore, at Drummersdale lane, Scarisbrick, Ormskirk was recommended to be refused by Lancashire CC in March. Building materials including sandstone blocks, granite sets and York stone flags, recovered from construction and demolition sites are segregated and stockpiled at the site for sale. 300t of mixed demolition waste and soils are screened at the site every day and hardcore is crushed to produce a saleable product. The yard is in open countryside within the Green Belt without the benefit of planning permission or a waste management licence. Objections were received from local residents. Whilst the principle of recycling was supported, the applicant had not demonstrated any very special circumstances to justify the development in this location. It was considered that the use of the site adversely affected the openness of the Green Belt and conflicted with the proposes of including land within it.
