While the European Union is bringing in less ethanol and biodiesel from the world market the exchange of biofuels within the bloc has increased tremendously. At first sight this seems only natural. The free movement of goods allows for product to be moved from cost-efficient surplus areas to deficit regions. However, reality tells a different story. According to anecdotal evidence, it is primarily the strongly diverging incentive structure offered by the biofuel programs in the various member states that direct trade flows. The following will look at the German greenhouse gas (GHG)-based policy as one of major drivers for the movement of biofuels in the European Union.
