Regulation of consumer products: The bizarre case of strawberry jam and cigarettes

One implication of modern public health measures is that we live in a regulated society. Most consumer items, especially foods, are controlled and only those additives on an approved list are allowed. Thus colourings used in strawberry jam are required to pass appropriate toxicity tests before they are included in the list of approved food additives. The identification of a carcinogenic compound in strawberry jam would result in the immediate removal of the product from the market.Further, public health regulations operate on a precautionary principle. If something is toxic and can be removed from a consumer product, it is removed even if signs that it causes mass toxicity are absent. Perhaps the most expensive precautionary exercise in recent years has been the removal of lead from petrol, virtually worldwide, even though populations in most parts of the world have not experienced lead poisoning.
