Following a report from the FANS committee, the governing body of the ICAO decided in 1991 that the satellite navigation system to be used in the 21st century should be based on GNSS. The ICAO set up a number of expert groups to consider practical solutions for implementing such a system. Three European organizations were involved in these discussions; the European Union, Eurocontrol and the ESA. In 1994, the European Union published a strategy document defining a two stage approach to the implementation of a GNSS system. The first stage would be GNSS1 with EGNOS, followed by GNSS2 (known as Galileo since January 19991. Eurocontrol has just adopted a strategy for air navigation within the ICAO area, and the ESA has developed a solution known as EGNOS as part of its ARTES 9 programme.
