In the debate over the legality of the U.S. drone wars, consensus is emerging among scholars and Western policymakers that unmanned aircraft operators would be legal targets for foreign militaries, one of the factors that prompted the U.S. Air Force to stop identifying drone operators by name during media interviews. U.S. Defense Department officials and most legal scholars agree that Air Force and CIA unmanned aircraft operators, whether based in the U.S. or abroad, could legally be targeted by enemy forces under the laws of war.
