First came the bankruptcies among scrap-industry consolidators. More recently, the bankruptcy bug has afflicted scrap consumers, especially secondary aluminum smelters and-most dramatically-steelmakers. As of midyear, approximately 25 percent of the U.S. steel industry was operating under bankruptcy protection, according to one estimate. That's huge.Without a doubt, bankruptcy is a sensitive issue in general, and the U.S. bankruptcy laws are controversial in particular. People are usually adamantly for or against how bankruptcy-personal and corporate-is handled in this country.
