With increasing international attention being given to marine mangement issues, it is now more important than ever to make progress on the issue of whales. The recent history of the International Whaling Commission (IWC) has been characterized by a series of political pronouncements, while frustration with its "dysfunctional" behavior has been articulated by whaling countries, scholars, the Secreatry General of the Convention of International Trade in Endangered Species of Wild Fauna and Flora (CITES), the International Union for Conservation of Nature and Natural Resources (IUCN), and even the World Wide Fund for Nature.
