In the early 90's Food Laws existed in different States and were administered independently by the States without any co ordination resulting in non uniformity in the implementation. The existence of a plethora of Food Laws, related standards and enforcement of the law by different agencies created confusion in the minds of users like, food processors, consumers, traders and even implementing agencies. A need was felt for harmonizing the various Food Laws that were being implemented by the States with harmonization of the requirements for effective and uniform implementation of such Food Laws in the entire country.
