The Guebuza administration announced its intention to implement numerous infrastructure "mega-projects" across the country during its first term of office. With less than six months to go before the general elections, the Minister for Transport and Communications, Paulo Zucula, reviewed the progress made in key sectors. In telecommunications, over the last decade Mozambique has opened the state-owned, fixed-line provider to external investment, rolled out a fiber-optic backbone in eight of the 10 provinces, and is extending broadband internet services nationwide. In mobile telephony, the number of users has exploded from 600,000 to over four million since 2005,' and the government is now planning to offer a third mobile license, to compete with existing suppliers, Vodacom and Mcel, and improve services for all sectors of society.
