Municipalities with publicly-owned water systems, whether for drinking water or sewage, face a fundamental choice every day—retain control, contract for management (public-private partnerships, or PPP), or sell (full privatization). These governmentutilities are municipal utilities, operated as municipal departments, or municipal utility authorities (MUAs) serving one or more towns.
