The Nationhal Skill Standards Act of 1994 set out to close the gap between the requirements of today's dynamic jobs and the skills of the American workforce. The Act charged the National Skill Standards Board (NSSB) with "stimulating the development and adoption of a voluntary national system of skill standards."
