Legislators and the Department for Transport (DfT) seem to believe the production of new legislation and guidelines for parking enforcement will be the end of the story rather than the beginning. However, there are several issues that require a considerable amount of work before the public's perception can be improved, including: Proportionality: Several proposals are made in an attempt to correct a perception that existing penalties may be unreasonable. If someone stops for only two minutes on double yellow lines do we ignore the possibly considerable traffic congestion caused? If cars overstay in parking bays, how do we measure the consequences of people driving around to find somewhere to park? In Paragraph 38 (Exercise of Discretion) there is the introduction of a dangerous expression - "a minor contravention" - which can only lead to severe problems. Grace Periods: There seems to be a lack of awareness at the DfT of the extent to which allowances are made for postal deliveries by most councils. However one major firm of consultants specifically rejected such a practice in their advice to London authorities as this was not provided for in Road Traffic Act 1991.
