Newsprint producers have failed to cover their cost of capital for most of the last decade. After wasting a fortune building unneeded new mills in the late 1980s, they invested untold additional funds following the siren call of consolidation--spending that is only now beginning to achieve something like its potential payback. They still face the enormous task of widening the historically narrow gap between costs and price sufficiently to begin rewarding shareholders for years of faith and patience.
