CAPACITY creep is normally a phenomenon associated with the downstream side of the oil business.But in Venezuela the operators of multi-billion dollar heavy-oil upgraders are learning how to apply the lessons learned overhauling refineries to raise the efficiency of their upgraders,adding new synthetic crude production capacity for a fraction of the cost of building a new upgrader.Operators say that with limited investment upgrading capacity can be raised by 10-20%,lowering fixed costs and substantially boosting profitability.
