In 2000 the EU approved the so-called Lisbon Strategy in which it aimed to become "the most competitive and dynamic knowledge-based economy in the world". For the first time, EU heads of state and governments recognized that science and technology was critical for the social and economic development of the continent. As a consequence, much has been achieved, such as the information and communication technologies initiative that seeks to bridge the social "digital divide" and to make European industry more competitive.
