The Iowa plan for education telecommunication is discussed. Insight is provided on the specific development of broad categories in the plan. Plan development included: the definition process; identifying need; devising structure for the organization; examining relationships between organizations; serving business, industry and labor; optimizing use of telecommunications, determining the role of the government, and dealing with opportunities and barriers.
