The report sets forth six of the principal alternatives for major consolidation of Federal scientific and technical activities that have been advanced as well as some of the variations. This presentation is followed by a discussion of the arguments for and against consolidation with respect to six of the functions that need to be effectively performed in support of Federal scientific and technological (S&T) activities. Each of the proposals for reorganization is then analyzed against these functional objectives. The report closes with a summary of the conclusions based upon the preceding analysis.
