摘要

The purpose of scoping is to provide an open process for determining issues to be addressed, alternatives to be considered, and the need to focus on specific issues during the impacts and benefits analysis. Scoping provides an opportunity to involve stakeholders, other agencies, and the public early in the decision-making process to identify concerns and collect information from the public, agencies, and other stakeholders related to the proposed Bay Delta Conservation Plan (BDCP) for the Environmental Impact Report/Environmental Impact Statement (EIR/EIS). The information is used to identify issues related to the approach to resource issues, potentially affected geographical areas, and extent of impact assessments; methods for participation in the study; alternatives to be considered; and related activities considered during preparation of the EIR/EIS. Scoping is conducted as part of the compliance with California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA).
