The present invention relates to an electric propulsion system and a ship having the same. The electric propulsion system comprises a power generation engine and a fuel cell which consume gas fuel of a liquefied gas storage tank mounted on the ship to produce electricity for propulsion of the ship. The electric propulsion system includes: an economizer heating clear water by using exhaust discharged from the fuel cell; a reformer reforming the gas fuel supplied to the fuel cell; and a heat exchanger heating the gas fuel introduced into the reformer, wherein the heat exchanger heats the gas fuel by using the clear water heated in the economizer.
