[Problem] To provide a job scheduling system, a job scheduling method, and a job scheduling device, which can be used for replanning a plurality of jobs. [Solution] The present invention is provided with: a generation unit for identifying sequential relations of each of a plurality of jobs from history information including temporal information indicating the times at which the respective jobs have been initiated and including access information indicating that a file was referenced or updated in each of the jobs, for identifying, among the subsequent jobs between a job that is regarded as an origin job in which the file was updated and a terminal job that is the most recent job in which the file was further updated, a job in which the file was referenced, for setting degrees of influence in accordance with the identified job, and for generating a schedule plan in which the degrees of influence are incorporated; and an output unit that outputs the schedule plan.
