PROBLEM TO BE SOLVED: To provide a human flow rate prediction device, a human flow rate prediction method, and a human flow rate prediction program capable of accurately predicting human flow rate of each observation point at each time.SOLUTION: A human flow rate prediction device 100 accepts input of an object observation point which is used as an object of prediction and a predicted time, and calculates predicted flow in rate at the object observation point at the predicted time based on a parameter of a moving time for a pair of an observation point except a parameter object observation point of transition probability of moving from the observation point except the object observation point to the object observation point and the object observation point, the number of moving persons flown out from the observation point except the object observation point toward the object observation point for a time before the predicted time, and flow out rate from the observation point except the object observation point for the time before the predicted time.SELECTED DRAWING: Figure 1
