To provide an LED illumination device of a flexible substrate type for raising plants in which sufficient waterproofness is secured without impairing flexibility, thinness, light-weight, and optical properties required in rasing plants.SOLUTION: An LED illumination device comprises: a substrate film 11 having flexibility; a metal wiring part 13 which is formed on a surface of the substrate film 11; a plurality of LED elements 2 which are arranged in a matrix state; a light-reflective insulation protective layer 14 which is formed on the substrate film 11 and the metal wiring part 13 and consists of a resin composition containing white pigment; and a transparent protective thin film 15 which is formed while covering the light-reflective insulation protective layer 14 and the LED elements 2, in which the transparent protective thin film 15 is a thin film having the thickness of 10 μm or more and 40 μm or less, and a portion covering the LED element is in a shape protruding toward outside a light-emitting face of the LED illumination device while following a side-wall face of the LED elements and the shape of an upper light-emitting face.SELECTED DRAWING: Figure 3
