To provide a 2-time change estimation device and a 2-time change estimation method that can quickly and appropriately grasp the disaster situation including change positions and a change degree without using the existing survey reference points or a survey coordinate system as a source, and without predicting changes in advance, that is to solve the problem of prior art according to the present invention.SOLUTION: A 2-time change estimation device of the present invention is to estimate the change of 2-times by comparing a first point group and a second point group, and includes area setting means, proper arrangement determining means, and change information calculating means. Of these, the area setting means is a means for obtaining a difference between the first point group and the second point group, extracting an area in the target range where the difference is below the difference threshold value, and setting it as a "non-moving area" and further setting an area excluding the non-moving area in the target range as a "variation area".SELECTED DRAWING: Figure 2
