To provide a technique for efficiently giving eco-points by rationally performing power and energy saving activities of general enterprises and consumer public, and water rate metering by local governments as well as contract power savings and energy savings in water purification plants.SOLUTION: An information system is built and operated and associated services are provided, in which information system, power supply load conditions in units of area-managing transformer stations and power consumption conditions of large power consumers of the area (hereafter referred to as "area power supply-and-demand loads") are simultaneously broadcast by time zone to individuals and enterprises of the area via personal computers and portable information terminals as needed, and at the same time, the money amount of the eco-point to be given to a power consumer that saves energy in a time zone of the broadcasting is presented and the money amount of the eco-point is increased or decreased in conjunction with the area power supply-and-demand loads.SELECTED DRAWING: None
