PROBLEM TO BE SOLVED: To efficiently manage ideas/intellectual properties.;SOLUTION: An idea proposal management system 100 includes an idea registration function 11, an idea retrieval function 12, a proposal registration function 13, a proposal retrieval function 14, a circulation function 15, and a definition function 16. The circulation function 15 has a first circulation function of setting a circulation route of a proposal on a first screen on the basis of an operation of a first user and requesting circulation, and a second circulation function of executing work of a circulation step of the circulation route on a second screen on the basis of an operation of a second user who is each circulating person of the circulation route of the proposal, and each user is capable of displaying and checking the circulation route and circulation situation of the proposal on the screen.
