PROBLEM TO BE SOLVED: To solve a problem of failing to uniformly spread a water retaining material.;SOLUTION: The water retaining material sprinkling and filling apparatus has: a permeable water retaining material sprinkling box 2 long in the width direction of a paved surface W and having an opening 12 at the upper part; a vibrator unit 3 disposed behind the sprinkling box 2; and a first rake 5 disposed behind the vibrator unit 3. A bottom plate 14 of the sprinkling box 2 is formed in trough folded shape inclining upward in front and rear directions from the center, and a plurality of discharge holes 13, 13a, ... are formed in the trough part. A guide plate 15 projected downward and backward is formed at the lower end lower part of a front inclined member 14a of the bottom plate 14, and the water retaining material sprinkling and filling apparatus is installed at the rear part of a mobile vehicle body 1. When the vehicle body 1 travels at low speed while supplying the water retaining material into the sprinkling box 2, the water retaining material is uniformly discharged from the respective discharge holes 13, 13a, ..., and the flow of the water retaining material is broadly made thin at a point of time when the water retaining material flows down on the guide plate 15.
