PROBLEM TO BE SOLVED: To provide a streaming distribution control apparatus, a streaming distribution control method, and a streaming distribution control program by which a streaming restart time is shortened at the time of hand-over.;SOLUTION: When a mobile terminal 60 hands over to other network 50B and a reception section 84 of the streaming distribution control apparatus 80 disclosed herein receives a care of address, a detection section 86 detects a bandwidth D3 related to a network prefix part D2 of the network 50B after hand-over from a database 83 of a storage section 82. Then a communication control section 88 adjusts a data quantity of streaming data received by the mobile terminal 60 on the basis of the detected bandwidth.
