PROBLEM TO BE SOLVED: To obtain strong earthquake short-term prediction satellite heat infrared-ray technique. ;SOLUTION: A polar orbit satellite, a stationary satellite, a meteorological satellite, and other satellites where infrared-ray scanners are mounted are utilized for carrying out observation, and, furthermore, the reception and image- processing facilities of the satellites are also utilized. The coloring density of a satellite heat infrared-ray weather chart is divided into several levels, and the level of coloring can be equally applied to a region with a different season and latitude. For the value of the degree of ash obtained by a scanner, an actual temperature value can be obtained through the calibration of an atmosphere model. By the technique, at the upper part of the layer of the cloud of the region where the possibility of an earthquake exists, the phenomenon of a temperature decrease ring and the generation of the cloud with a doubtful shape are simultaneously observed. Also, when the earthquake occurs in the plateau region of an inland, the cross site of a stress heat ray is a future seismic center, thus increasing the success rate of earthquake prediction to 50% or more.;COPYRIGHT: (C)2000,JPO
