PURPOSE:To completely prevent the leakage of water by a method in which a PC steel plate is set on the outside of a water-proof layer provided on the outside of a room in the outer wall of an underground structure, a plurality of vertical holes leading to a water-collecting pipe are formed in the PC plate, and many small holes are formed in the sides of the vertical holes. CONSTITUTION:A PC plate 3 is set on the outside of a water-proof layer 2 formed on the outside of a room in the outer wall 1 of a basement and supported by a foundation 4 on the lower end of the outer wall 1. A plurality of vertical holes having many horizontal holes in the vertical direction of their sides are provided in the plate 3 and connected to a water collection pipe 6 below the foundation 4 by a connecting pipe 7.
