The manufacturing method of the fine protrusion unit 10 of the present invention is a protrusion protruding from the other surface 2U side by contacting the convex portion 11 from the side 2D of one side of the substrate sheet 2A containing a thermoplastic resin. After forming (3), a fine protrusion forming step is provided in which the convex portion 11 is removed from the inside of the protrusion 3 to form the fine protrusion 1. A joining step of joining the front end of the base part 4 to one side 2D of the base sheet 2A on which the fine protrusions 1 are formed is provided. When the base sheet 2A to which the base part 4 is bonded is viewed in plan from the side of the fine protrusion 1, the base sheet 4L along the outline 4L of the base part 4 from the inner side of the base part 4 A cutting process of cutting (2A) and manufacturing the fine protrusion unit 10 is provided.
