[Purpose] To provide a technology to prevent repeated river, storm surge, and tsunami disasters by effectively using natural energy through the technology of "sea hollow (UTSURO)". Problem: A river is essentially a water area subject to the energy of flow due to gravity. Sediments flowing from upstream are deposited in the estuary, and in a long time, the river becomes longer, the river bed slope is decreased, the tractive force of the river is reduced, the sediments are deposited in the river channel, and the flood discharge cross-section is reduced, resulting in repeated floods. The present invention addresses the major problem of safely removing (drilling, transporting, and disposing of) huge amounts of sediments naturally deposited in the river channel, ensuring the flood discharge cross-section, and preventing repeated tsunami and storm surge disasters. Solution: In order to prevent repeated river disasters a "sea hollow (UTSURO)" is constructed in the estuary to generate intense tidal currents in a tidal water area of a river. This allows the estuary basin that has been subject to the energy of flow due to gravity to have an increased amount of tidal energy in a downstream part and to have the flow energy in the river redistributed, so that the river bed is dug deeper and the flood discharge capacity is increased, thus preventing repeated river disasters. Also, a bank body of the "sea hollow (UTSURO)" is shared, so that tsunami and storm surges can be reflected and blocked in the coastal sea area, and estuary flooding including tsunami and storm surges entering the estuary is caused to overflow into a run-up water channel constituting the "sea hollow (UTSURO)".
