Although called a new discipline, one Project Management textbook is on its tenth edition after 25 years of publication. Certified project managers number in the hundreds of thousands. Still, reports continue of a steady rate of projects that do not live up to expectations. Textbooks cite cases paralleling laments of practicing project managers. Project managers may be familiar with that case and still watch the same problems unfold on their project. The premise of this paper is that many factors contributing to project failure lie outside the project manager's control. Further educating project teams may have diminishing returns. Through experiences of educators, practitioners and literature, it is suggested that there would be a benefit for teaching project management geared towards those unlikely to run a project but are very likely to manage project managers. The topics to be considered in such a course are provided with pertinent case examples.
