The Department of Defense (DoD) is having difficulty implementing Business Process Improvement alternatives.~1 Our previous research has indicated that management and behavioral issues are the primary implementation barriers (4). Hoever, there are unresolved analytical and technical issues that relate to analyzing and implementing change alternatives. This paper~2 focuses on some of the unresolved issues. Our research group was asked by the Office of the Deputy Assistant Secretary of Defense (Information Management) to identify private sector approaches to modeling a nd implementing change alternatives that may be appropriate for the DoD. This work reviews one such private sector approach.
