An interactive CD-ROM and Internet based safety and health training program, called Safe2Work, aimed at reaching out to 80,000 construction workers in Michigan is presented in this paper. The training modules of the program encompass personal protective equipment, fall protection, ladders, scaffolds, trenching and shoring, fire safety, confined spaces, electrical safety, lockout/tagout, hazard communication, asbestos awareness, lead, silica, and cadmium safety. The background in terms of needs assessment; the owner-designer-contractor-labor union partnership established to design and develop the program; the program delivery system; the IT-based training information management system; and the study undertaken to statistically evaluate the impact and effectiveness of the provided training are covered in the paper. The unique aspects of the program, especially in terms of the Internet-based pretest and posttest components, proctoring requirements, as well as the real-time capture and accessibility of key information relative to training and trainees, are emphasized. Funding mechanisms to support the program are also discussed. Based on the results of the impact evaluation study, it is concluded that the distributed model is well accepted by the industry, and is considered effective with respect to delivery efficiency, cost, and retention of knowledge. It also fulfills the owners' expectations and requirements, while providing excellent public relations with the regulatory agencies.
