This paper mainly through the analysis of the development and operation management of MOOC in American higher education, through comparative analysis, combined with the problems of imperfect development mechanism and poor teaching effect of MOOC in Chinese universities, drawing lessons from the experience of developing MOOC in the United States, proposes to guarantee the teaching effect of MOOC by establishing operation mechanism of MOOC platform and University alliance, etc. in order to promote the benign development of MOOC in China's higher education.
