The basis of groundwater compliance monitoring under United States Environmental Protection Agency’s (USEPA's) Coal Combustion Residual (CCR) rule is statistical comparison of groundwater sample data between compliance and background wells. For this to be meaningful, background samples must be representative of expected groundwater conditions beneath a unit in the absence of a release from the unit. If the background is not representative, then the statistical methods listed under the CCR rule are meaningless and compliance (or exceedance) cannot be proven using these statistical methods.
