Many higher education institutions enhance their on-site teaching with flexible online formats, using agreat variety of tools and specific educational designs. For many years these endeavors have beenmainly pioneers' work. Recently, the integration of online elements into regular study programs isbeing mainstreamed and new support structures and services for e-learning at the university havebeen established. These support centres face various challenges in the quality development andmanagement of their services. Many different stakeholders are involved and have vested interests,shaped by their particular perspective (students, lectures, university management, IT-services, etc.).Furthermore, there is no established method for quality assurance for e-learning in higher education.Many different approaches and generic quality management models like EFQM or ISO 9000 canprovide orientation but need a lot of customizing to be able to guide day-to-day work in an academiccontext with limited resources. In addition, there is even a controversial debate as to whether thewhole concept of “quality management” developed in industry can be transferred to the educationalsphere and if so, which special measures have to be taken in order to conceptualize the co-productionprocess inherent in any successful teaching. These challenges form the backdrop of the casepresented in this paper: Munich University of Applied Sciences' endeavours to develop a customizedconcept of systematic quality development. We portray and reflect upon the decisions and steps wetook to establish a model that meets the local needs and requirements. By critically assessing theoverall process and the initial results we will share our insights and the lessons learnt. Ourrecommendations will be useful for all stakeholders in higher education that are confronted with asimilar challenge of mainstreaming and fostering flexible online formats as part of up-to-date, on-siteteaching. It will be of special value for those involved in attempts to develop quality in e-learningsupport services in a systematic way.
