Many higher educational institutions (HEIs) have had to reflect on the implications for quality assurance processes that result from franchising. Indeed this area has led to some embarrassing episodes for a number of HEIs. Not infrequently franchising is carried out in private colleges, where tensions between profit and quality are solved in ways that can leave quality issues vulnerable. The reality of what is taught, how it is taught and its quality assurance can only be judged obliquely, at best. The reasons are that university quality processes traditionally do not provide for observation of delivery or of the students' learning experiences.
