Pacific Gas & Electric (PG&E has completed ten pilot projects during the past four years including the installation of several Modular Protection and Control (MPAC) buildings, Based on the lessons learned, PG&E is moving forward to further refine the engineering design of the MPAC Building projects. In addition the data collection and communication to the switching centers has been reviewed in detail to define the critical data to be shared. The concept of the MPAC building is to provide a highly integrated, well engineered, preassembled control building to site that can be used to retrofit existing substations as well as new substations. The MPAC buildings include a substation automation system within the building to collect information, provide local control and monitoring and communication to the switching centers. Working in partnership with two selected vendors during the initial phase of the project various requirements and necessary standards for automation refinements were clarified. These standards and requirements are currently being used by PG&E to refine future MPAC project designs. PG&E will implement future MPAC projects with these updated designs and standards. PG&E is currently ramping up the number of installed buildings each year to reach a total of 180 buildings over the next ten years. The paper will review the level of substation integration used within the MPAC building. It will also discuss how the initial phase of MPAC building installation helped PG&E develop what specific hardware and engineering details were required to support system operations and system protection. The paper will also discuss how the system automation architecture was simplified within the MPAC building to reduce database complexity, provide faster data updates, and to simplify troubleshooting and testing.
