The study aims to improve a national award in education called Hamdan Award forDistinguished Academic Performance (HADAP). For the last decay the educationalsystem in the United Arab Emirates has been guided by HADAP. Today its influenceaffected five other countries in the Arab peninsula. Unlike other most popular awardssuch as EFQM and Baldrige, HADAP criteria are based on educational domains. Theresearchers believe one way to improve HADAP is to evaluate its criteria base don aninternational quality awards such as EFQM. The study was guided by nine researchquestions each one of these is reflecting EFQM criteria. HADAP has 18 categories;however, this study is evaluation the school administration criteria and compares it withEFQM criteria. The aim is to indentify the strength and weaknesses in HADAP, aneducational quality comparative instrument (EQCI) was constructed. The EQCI enabledthe researchers to find out exactly the items which were unique in HADAP and theirpresence is necessary for the school reform. I addition to that EQCI helped theresearchers to add some items to HADAP which gave strength to the application. In othercases, some items were removed, moved, or modified.
