The Federal Aviation Administration (FAA) is pursuing the implementation of a System Wide Information Management (SWIM) capability to enable greater sharing of Air Traffic Management (ATM) information. The purpose of this paper is to introduce an optimization methodology for the SWIM network configuration with respect to performance and cost. The benefit of the SWIM optimization methodology is to help ensure that technical risks associated with SWIM integration are identified in a timely manner such that National Airspace System (NAS) requirements can be met. We describe the methodology based on an Integer Programming optimization technique using modeling and simulation scenarios with the Aeronautical Information Management (AIM), Enhanced Weather Information Network Service Dissemination (EWD), Flight Data Publication Service (FDPS), and Terminal Automation Modernization and Replacement (TAMR) as examples. This optimization methodology could be used to determine alternative NAS Enterprise Messaging Service (NEMS) deployment and user program architectures.
