摘要

Heilongjiang Province, one of the major grain yielding areas of China, has made significant progress in grain output in recent years with stronger support from Central Government. However, the policymakers paid more attention to how to encourage the micro subjects of grain output, the peasants, but neglected the initiative of macro subject, the government. Meanwhile, problems like impact of rising costs, pressure in raising local matching funds, lack of the ability of economic development exist in the practice of grain compensation in Heilongjiang Province. On the basis of theoretical analysis, this thesis mainly researches on setting up a compensation system to encourage the macro subjects of grain output, the government, such as setting up farmland protection fund, food security protection fund, commodity grain compensation fund, etc., in order to encourage both the micro and macro subjects to work capably, boldly, willingly and conveniently. It also aims at increasing the income of local people and promoting the accumulation and ability of Heilongjiang Province while guaranteeing national food security.
